About
Adds a toggle button to the Plugins toolbar that, when enabled, restricts every map canvas zoom operation (mouse wheel, zoom in/out tools, rubber-band zoom, keyboard shortcuts, and programmatic zooms) to the scale list configured in Project Properties -> View Settings -> Project predefined scales. When disabled, QGIS zooms normally. The plugin reads the project's own predefined scales dynamically -- it never stores a separate scale list, and it never modifies the project's predefined-scale settings itself. It only affects canvas behaviour while the lock is actively engaged.
