Not yet — the latest version declares max QGIS version 3.99.0, so it is not offered to QGIS 4 users.
This QGIS plugin allows interaction between QGIS and the XPlan-PostGIS project. XPlanung is a German standard for spatial planning data; it thus addresses German speaking users only. Deprecated, XMAS-Plugin recommended as replacement.

XPlanung ist ein Standard für den Datenaustausch von Bauleitplänen, Raumordnungsplänen und Landschaftsplänen. Weitere Informationen gibt es auf http://www.xplanungwiki.de/. Das Plugin ermöglicht die Bearbeitung und Anzeige von Daten, die in einer xplan-PostGIS-Datenbank liegen; es benötigt deshalb eine PostGIS-DB mit dem Xplanungs-Schema sowie zusätzlich das Plugin DataDrivenInputMask. Das Plugin wird nicht mehr weiterentwickelt, als (bessere) Alternative wird das XMAS-Plugin der XLeitstelle empfohlen.
