Not yet — the latest version declares max QGIS version 3.99.0, so it is not offered to QGIS 4 users.
Folios wizard allows user to easily create frames usuable to define layouts according needed scale and paper fromat. These layouts are used by Atlas to genrate all maps in one step. A map index is created if at least two maps or required by user.
